SEASON 1

Shirley is the first person who wants to talk with Suzaku when he joins the Ashford Academy. Even if all believe that he's just an Eleven, her personality doesn't try to reject him. In fact, when she had the chance, she's the first who introduces herself to him.
Since Suzaku is a Britannian soldier, he doesn't have always the chance to stay with the members of the Student Council, but Shirley always includes him in their trips and asks if he could come with them. Even if they talk rarely, he finds out about Shirley's love for Lelouch and he tries to call him and ask Lelouch what he proves for her. The girl. after blushing and fighting with him, trying to close the phone, falls down and he is over her. The problem is that when he stands up, he says "sorry"... I'm not that sure, but maybe it was a kiss (they never talked about that again, so we can't surely know it and I hope it wasn't that. >_>").
The sure thing is that their friendship is very tight and they trust themselves.

SEASON 2

Shirley is very happy to find out that Suzaku is a member of the Ashford Academy again. In the second season, their relation is still the same of the first one: she's very friendly and likes very much Suzaku, and he's always kind, and tries to protect her as he does with his other friends.
We can understand that Shirley trust Suzaku very much, when she regains her memories and chooses him as person to talk with about Lelouch's identity. She will also try to tell him that he has to forgive Lelouch because there's no one who can't forgive. The matter will arise when Rolo kills her: Suzaku will think that the culprit is Lelouch and, trying to avenge Shirley's death, he's ready to do what he can.
