Shirley and Kallen are two rivals since the first time they meet. Shirley believes that Kallen is in love with Lelouch, or that they have an affair. Unfortunately, she thinks these things because she's always in the wrong place when something happens. She believes that Lelouch kissed Kallen, or that he went out with her, but the main problem is that Lelouch knew about Kallen's true identity and wanted to find out more informations, whereas, Shirley don't.

Their relationship, anyway is not just a rivalry. Shirley is always the one who tries to talk with Kallen and clarify her doubts. When they talk, she always tries to be kind, but at the end she loses her control because she's the passionate kind of girl and is sure that there's something between Kallen and Lelouch, even if the girl says it isn't true. When Shirley can, she always takes away Lelouch from Kallen's hands, but there are times when she can't do anything but staying quiet and wait to understand what happened between them (she always thinks it's Lelouch's fault XD).

When Arthur stole Zero's helmet, they cooperate in order to get it and don't give a kiss to the first one who would get it. Since Shirley was wearing her bathing-costume, Kallen gave her her coat, to cover her body.

When there was a festival at school, Kallen had a trouble and all people around, were about to find out that she knew Ohgi, so she decided to cut a rope, but Shirley was under the panels that were falling down, and Kallen tried to protect her with her body, saving her life.

At the end of the first season, Kallen is obliged to show her true identity as member of the Kuro no Kishidan, and Shirley thinks that her amnesia about Lelouch and the fact that he is Zero, is due to them, or at least, she asks what have they done to her.

In the second season, they don't even meet each other, since Kallen can't reach the Ashford (and when she did it, she can't see her friends because she would be arrested).
